Zviahel and Estonia Sign Agreement to Build New Rehabilitation Center
Zviahel authorities and the Estonian Centre for International Development have signed a memorandum launching cooperation on the construction of a new rehabilitation center at the Zviahel Multidisciplinary City Hospital.
New rehabilitation center planned
The memorandum was signed by Zviahel Mayor Mykola Borovets and Andrea Kivi, Director General of the Estonian Centre for International Development (ESTDEV).
The planned facility will have an area of nearly 2,000 square meters and will combine inpatient and outpatient rehabilitation departments with a mental health center.
The project is intended to provide rehabilitation services to military personnel, veterans and civilians.
Physical and psychological rehabilitation
According to the project description, the center will provide physical therapy, occupational therapy and psychological support.
The facility is intended to expand rehabilitation services available in the Zviahel community and provide longer-term support for people recovering from injuries, illness and the consequences of the war.
The project builds on earlier cooperation between Zviahel and Estonian partners. In 2025, the Zviahel City Council reported that representatives of ESTDEV had visited the city’s multidisciplinary hospital, where they discussed the possibility of creating a separate rehabilitation center.
The construction of a new rehabilitation center had also been included among the Zviahel community’s planned public investment projects for 2026–2028.
Estonia’s support for Zhytomyr region
Estonia has supported reconstruction and development projects in Zhytomyr region since the beginning of Russia’s full-scale invasion. The Zviahel City Council has previously highlighted cooperation with ESTDEV on social and infrastructure projects in the community.
The city already provides rehabilitation services at the Zviahel Multidisciplinary Hospital, including inpatient and outpatient rehabilitation for patients recovering from strokes and injuries. The municipality has said that construction of a new center is intended to expand these capabilities.
The memorandum marks the formal start of cooperation on the new facility, while further work will focus on implementing the construction project and developing the rehabilitation infrastructure.
